  Speech and Language Therapy in Latvia

 


 

Overall description / Legal basis

 

In Latvia speech and language therapy is a public service, provided either by state or local authorities.

The obligation to provide the service for all age groups is regulated by:

1. Education Law. States special educational institutions and special education programmes encompassing speech and language therapy.

2. General Education Law. Provides possibilities and circumstances for students with special needs to acquire an education appropriate to their health condition, skills and level of development in any educational institution, concurrently ensuring the pedagogical psychological and medical adjustment of the students and his or her preparation for working and living in society.

3. Medical Treatment Law. Describes the level of education in specialty and to determine the scope of speech and language therapists’ professional competence.

4. Protection of the Right of the Child Law. Prescribes special care for the child with special needs.
 

Organisation of SLT in the country

 

Speech and language therapy service in Latvia is overseen by Ministry of Education and Science (pre-schools, schools) and by Ministry of Health (hospitals, rehabilitation centers, health care centers). A small number of speech therapists work in children’s care homes under the Ministry of Welfare. SLT service in education is financed by local authorities. SLT service in health sector is financed by Sickness Insurance Fund (100% for children, partially for adults).
Some private institutions and private offices provide service of SLT.
 

Education / training (BA/MA/PG)

 

Speech and language therapists have been educated in Latvia since 1940.
Professional qualification of Speech and language therapists shall be attested by a diploma of higher pedagogical or medical education.

Professional Bachelor programs:
1. Riga Stradina University (Professional Bachelor in Health care and audiologopede)
2. Liepaja Pedagogical Academy (Professional Bachelor in Education and speech therapist)

Master programs:
1. Riga Stradina University (Master of Health Science in Health Care and Audiologopede)

II level Professional Higher Education:
2 to 3 years’ long study programmes for persons having higher pedagogical or medical education in Liepaja Pedagogical Academy, Rezekne Higher School and Riga Teacher Training and Education Management Academy.

 

Authorisation / license / requirements for CE

 

Latvian speech and language therapists are considered authorized by the diploma, which is granted by a governmental authority.
There is no formal need for a license to work as a speech and language therapist.
 

Recognition of professional qualifications obtained abroad

 

The profession of speech and language therapy is a regulated profession in Latvia.
Academic information centre – Latvian ENIC/NARIC is responsible for recognition and evaluation of foreign degrees and qualifications. The procedure of recognition of professional qualification is described in the Law of Regulated Professions and Recognition of Professional Qualifications (06.07.2001).
Linguistic competence has to be on the highest level in the Latvian language and on the highest level in the corresponding therapy language.
 

Status of the profession and the professional + income/salary

 

During the recent years changes have been taking place in the status of the profession of speech and language therapy. The profession has changed its status from a complete pedagogical profession (one branch of special needs education) to a health profession (a functional specialist). The current status is similar to that of teachers and functional specialists. The standpoint of Speech Therapists’ Association of Latvia is that SLT is a separate profession belonging both to the field of education and health.

Annual income varies between 3500 and 5500 euros (before paying taxes).
